Yea, I think your theory is right. They most likely mean that XBO did the highest percentage of sales for the year. This is really spinning a bad first 9-10 months as a positive.
The only other explanation I can think of is that they are saying the highest percentage they have had so far out of all consoles sold. Which also could make sense, since there are really only 3 consoles selling well this year for December in the US. Previous years we still had 3DS, 360, and to a smaller extent PS3.
