2017 is not ps4's peak year!

A lot more, but we shall see at the end of this year and see what people have to say when 2018 sold more then in other years.

The PS4 is selling very much like the PS2, except the market has been down YoY for almost every year in Generation 8.  In the end the PS4 total hardware will be at 80-90% of what the PS2 sold.
