Turns out I never did the monty chunks pay phone missions which brought me up to 97.5%. And I actually did all the joey and luigi missions first time around. So it was that clown Donald love who cost me. I remember thinking I'd done a lot of his and wanted to get back to the others but was sleepy and auto piloted myself over to him and started up his last mission. Oh so close.
Anyway making good progress on my second play through.
