No, that's no percentage, it is million units
The PS4 hardware base should be around 74 - 75 million units by now, the Xbox One hardware base around 35 - 36 million, both together around 110 million units.
Gaming PCs on Steam that can keep up with these consoles (based on their GPU and the SteamSpy estimate) should have a hardware base around 150 - 160 million units.
