I guess I wasn't very clear on that end but yes there are many graphic displays that can show all 60 fps such as you mentioned LCDs (HDTV or computer monitor).
When I said interlaced, I meant your common Cathode Ray Tube TV.
The visual difference in 30 and 60 fps is smoother animation. It is more noticeable on an LCD because it's not interlaced. The actual speed of the game doesn't change (as some people believe) nor does it change the graphics themselves.
Before anyone asks, 120hz HDTV's are ideal for movies since they are recorded at 24 fps making it easy to do a 5:5 ratio (drawing the scenes exactly 5 times per second - 5 * 24 fps = 120 hz) but won't help video games much because they are already working at higher frame rates than video (30 fps or 60 fps)
Someone asked before why they don't use 45 fps as a middle ground. 45 fps would require the TV or game console to rework the signal to match up with the refresh rate of the TV itself (60 hz) but 30 fps and 60 fps are easy to work with.
