Comparing a one shot side story to the main movies is always going to be a challenge, but frankly I like Jyn more than Rey, Cassian more than Poe, and Chirrut and Baze more than Rose and Finn. I'm not sure one can define "character likability" along a standardized metric. Rogue One does have the advantage of an understood world rather than crafting a new one onto which I felt Last Jedi did clumsily and messy fashion due to being a direct sequel the way Back to the Future 2 was taking place right after its predecessor. The First Order and Resistance are at their respective places because it was what they wanted to get to Empire Strikes Back scenario rather than feeling like a natural extension of what we know in Force Awakens.
