No. The technology isn't there yet to do so. There would need to be a significant die shrink to get the PS4's existing APU into a portable form factor that isn't a massive power hog. There also isn't a mobile chipset that has the power to match the PS4 currently. Maybe Nvidia could come up with something soon but they seem to be in bed with Nintendo at the moment. Intel/AMD has a partnership on mobile chipset that could potentially bare fruit down the line but nothing that would do the job in the next couple of years. Also Intel, unless they have a change in philosophy, hasn't seemed to keen on providing ships for game consoles. I don't see a route for Sony to get a powerful enough chipset and cost effective chipset for theoretical PS4 Portable. Maybe with significant investment, but I t don't hink they'll be willing to do that.
