X1 and PS4 Pro were designed to take 8th gen to 4K or atleast above 1080p, not 60 fps.

Consoles are not balanced like PCs and graphics at 30 fps is generally the priority.

They are, but the fact that XB1X is running a game that visually looks that bad runs less than 30 let alone 30 is shameful to the developers. 

I get it's in early access or preview but how can they even charge money for that.
