Allowing unrelated parties would be a terrible idea. First of all, that is how the situation began. The people who got together to create Israel didn't give any thought to the native peoples of the region, who had been there for thousands of years to make way for the immigration of millions of foreigners based solely on what religion they belonged to. They kicked them out of their homes, forced them into poverty, refugee camps, and gangs. of the native population to allow for the unrestricted immigration of millions of foreigners. If experts, and people who actually had a stake in the lands, there wouldn't be the problems we have today; the resulting mass poverty, homelessness, and the worst refugee crisis of the 20th and 21st centuries, an, at this rate, the 22nd century as well.
You can't have peace when negotiation isn't part of the process. Anyone not treated favourably is not going to find it acceptable, and ultimately it will fail.
