If you can't use the Steam gifting option in your country, you can just buy Steam keys in the Humble Store, GreenManGaming, CDkeys, Kinguin... and send them per private message, E-Mail, chat or whatever. Perhaps you even have Steam keys from bundles left which are exactly games/genres that the recipient likes.
