Xbox One is Windows lite, its essentially built on it. Not only does Windows and Xbox share games, but they share apps thanks to UWP.
For the 9th gen Xbox, I think they will reach the final phase of the direction they're going. Xbox would become a curated version of Windows PC. Hence, easy to use Xbox style interface running Windows PC software.
