You don't need a PS-OS to have 24/7 access to the Storefront. With the PlayStation app for iOS and Android several billion people can have 24/7 access to the PS Store, if they want that. I just "bought" the monthly PS+ games on my iPad and a PSVR demo on my Android phone... and even installed them remotely on my PS4, PS3 and Vita.

The Switch on the other hand doesn't have access to its Storefront 24/7 in any situation. If there ain't an open WLAN around, you are offline. The Nintendo Online app for iOS & Android doesn't include eShop access either. The only way would be opening a WiFi hotspot with your additional mobile device.
