No, looking at Digital Foundry, the bad framerate troubles look very much like a bug.  I've seen similar things before.  It is most likely caused by the engine failing to completely purge unnecessary data from previously loaded levels/regions when exiting them.  Large worlds like the Titans are made up of segments that are loaded in as you move towards them and unloaded as you move away.  It seems the game is failing to properly do that in certain specific areas.  Other games have had similar issues on PS4 and Xbone.  This should be a patchable issue.  Just a question of if they will.
