Russia simply got caught, other didn't. That's it. Even if there is suspicion that others did it, it DOES NOT right what Russia has done wrong. Ergo, banned from the olympics. Is this so hard to understand?

He was just implying that others should probably be banned as well. We all know other countries are doing it as well, especially the highest competitive ones. They’re just not stupid enough to let them officially being caught. (Even though the article states otherwise)
