It simply is supposed to be hard to maintain. You eventually unlock higher level skells that have more fuel ect, oh and you unlock lvl 60 skells by maxing your arms manufacturers, but you have to be lvl 60 to pilot. It gets easier as you play. Also, do NOT neglect getting augments for your character. You will regret it.
