I am glad they went the smart route and keeping player balance as the priority. Get it on PC if you want 60. All Xbox should run at the same frame rate or you will have a pay to win model at hand. And we all agree that pay to win is not a good game design.
Give us 30 frames with all the bells and whistles of the PC version.
