Not really, the dev staff in the early part of the project is not necessarily going to be the same people all the way through. Different people have different specialties, and different specialties have much heavier workloads at different phases of development.

Most of the engineer work happens early, while lower tier bug fixing and script coding (occurring mostly later) uses both a reduced engineering team as well as different staff with different specialties. The same deal with the art budget, the design work and roughs aren’t necessarily done with the same staff who does the bulk of the model work and animations. In the later portions of development, the leads might only require a day every two weeks for review purposes. The project will largely be in the producers hands at this point; Takahashi as concept designer, writer, and executive producer would have moved mostly off of XCX in the later stages and instead would be focused on sign offs. There are also multiple character leads. For example, Tanaka wasn’t the character director in for XC2, so he was free to work on XCX full time until the end of production; he did some work on XC2, individual character designs, but I suspect the bulk of his time has already been on a new project over the last couple of years.
