At it's core, Tekken Tag Tournament 2 and Tekken Tag Tournament 2 Unlimited are the same game. The only difference is that Unlimited features a balance patch (which the original version received several times anyway) and a number of new items and customization options. And yet they were promoted as different games. But in order to be allowed to do that, Namco were forced to make visible changes to the UI. (Katsuhiro Harada explained this in an interview.) That is why they changed the color of the lifebar to green.

Something as specific as a color change to the UI was mandatory for them to legally be able to promote it as a different game.
So when it comes to being allowed to promote two different versions as the same game, I'm not so sure that none of these missing features/UI differences matter. Especially when advertisement laws differ from country to country.

They do this because they follow a different business model than the Switch implies.

So your example is like Street Fighter II and Street Fighter II Turbo? But here we have FIFA 18 on all consoles, no different name, no color swaps.

I said this because EA only made FIFA 18 because they were obliged to, not because they truly wanted to. Yes, I believe this. I think their business strategy is based around extra charge models, service orientation, microtransactions, extensive dlc, and things like these. These practices are far less common in Switch games. The audiences of PS and Xbox are much more used to this, that's why EA is focusing on these audiences. Also, the genres that EA covers aren't all that much explored on the Switch yet. For one company, this might look like a welcome opportunity to reap those genres like Bethesda is doing at the moment, but for others like EA who are only following trends and let others do the ground work, it's too risky. EA wants the easy money, that's what I'm trying to say. Also, they've said themselves that they don't understand the Switch market yet. They don't understand how to make profits of one single sell per customer, and nothing else.
