maybe they could have shipped more, but history shows that this isn't the case,so it's just an assumption on your part. most console launches are rushed and have shortages, they rush them for the holidays to make third party's happy, even if they don't have proper supply. ps4 had a million preorders nearly 4 months before launch, did sony make more units for november? no they didn't, it's just too much examples (most consoles launches with high demand) that show your point has no backing too it.
