It makes sense. One thing people forget (especially about portable mode) is that they also need to make sure the system doesn't become uncomfortably hot to hold, which limits how ambitious they can get in pushing the hardware.
It's a shame there's no mods, though, as some of those "low res foliage" mods for the bushes and grass would almost certainly help performance as it does on PC's. It's amazing how well mods can get games running on hardware that otherwise had no business making it work.
