Because Activision makes a new COD game. Every. Single. Year. The reason Ghosts didn't last is because fans already knew Advance Warfare was on its way. And A.W. didn't last because Black Ops III was on its way, so on and so forth.
If Ghosts was the only Call of Duty game on PS4 or Activision limited its output to one or two Call of Duty games per system, I guarantee you they would last MUCH longer.
Just look at Mario Kart Wii and Mario Kart 7. They're the only Mario Kart games on their systems and they continue to sell. And because they continue to sell, that's new players being introduced to the game, keeping it fresh and active. More so for 7 than Wii. If a new player buys Mario Kart 7 today when they've never played it, it's just as fresh and new as it was if you bought it at launch. And given how strong Mario Kart's legs are, (the fact that it only gets one game per system being a big reason why), that community is going to remain active and vibrant for a long time. If it keeps on selling and new players keep coming in along with players that remain for a lengthy period of time, than that retention rate is very strong. And if Nintendo doesn't release a new game for the Switch, it will remain that way for the entirety of the system's life cycle.
