Spot on. The tech for a real next gen won't be available in 2019, at console level pricing. A new generation base line built on 2019 console tech would be a terrible disservice to developers within 2 -3 years of launch.
Better idea IMO, build a PS Premium as an optional upgrade to those that want native 4K gaming in 2019. PS4 APU at 7nm with a few new tricks from Ryzen and Navi. Should be a soild 10TFLOPs system, give it 16GB or RAM, an SSHD, and call it good.
By 2021 - 2022 more mature 7nm fabrication will be available, along with improved CPU and GPU tech. Even bigger, HBM, GDDR6, and SSD tech will be in the range of console prices. At this point deliver a system truly worthy of the next gen title, and create a new baseline that can satisfy tech for the next decade. Base PS5 should offer 20 - 30TFLOPs, 64 - 128GB HBM or GDDR6, and 4 - 32TB NVMe SSD (depending on price).
This would maximize the gain generation on generation, and set us up for a PS5 Pro on 3nm fab around 2025 - 2027, as a Pseudo 8K system.
