It's about how the traditional position is the number on the shirt. 

It's like how most 11's are left wingers. (Martial, Neymar, Giggs)  Same as a 6 is a CDM (Veratti, Xavi, Pogba)

So Harry Kane would be ranked as one of the best No.9's in the league even though he has the no.10 shirt. It's just easier as the term 'forward' 'Striker' has kinda shifted meanings and responsibilities. 

For example saying Juan mata should be playing a no. 10 role instead of saying that Juan Mata should be playing a creative position directly behind the striker whilst also making forward runs into the box..
