EA is not committed to Switch, they don't understand the Switch market yet.

I thought they said before that they were going commit to the Switch? Though I wouldn't be surprised if they backed out after the sales of FIFA, although I don't think that title was the best way to gauge interesting, especially if they were basing it off of EU sales, which looks to be one of Nintendo's weaker markets. They'd likely have to take a different approach if they want to see more success on the Switch.
