Those servers can pop up on demand on Azure as VMs... Why not? I actually think Xbox Live will probably be working for those title (if not today, at some point). It is the beauty of the cloud, you do not need to dedicate any hardware.

Really do not see it happening.  MS has put a lot to time and resources in the Master Chief Collection and they are upgrading and fixing the bugs currently in the game.  The MCC probably will the the default game for the older Halo games.
