The reason 3DS has received such good support this year - much to the bizarre ire of Switch owners who have certainly been well treated also with a plethora of excellent games - is that Nintendo weren't sure of the success of the Switch before and did not want to put all their eggs in one basket. 3DS was well over 50% of their revenue last year, and you think they'd just ditch that and gamble it all on one console in their largely failing home console sector? That kind of risk has never been the MO of Nintendo.

3DS has received many good games this year - undoubtedly developed on the cheap compared to what Switch versions could have been. It's our choice whether to take it or leave it (and yes, we seem to have largely chosen to leave it, but that's only because the Switch has been so fantastic).
