It records 30 seconds before, as explained by the newsfeed of your Switch.
Therefore, when something great happens in-game, you can absolutely record it AFTER it happened rather than stressing yourself at capturing just at the right moment and missing all the action. This is on purpose.
I do think it's a brilliant idea.
