He isn't concerned with immigrants not knowing their facts. He's concerned with terrorists and drug lords coming in. Also, I'd say the majority of Americans (probably 2/3's to 3/4's) wouldn't be able to do well on the civics exam immigrants have to take.

Thats sad, because in the US thats around 5th or 6th grade work depending on what school you go to. It also means those people whom are the most vocal and know very little about the basic are a great danger to others who exercise their rights as law abiding citizens. Anyone can preach about nationalism, but fail to understand the difference of hypocrisy about claiming everyone should be out for themselves and then claim businesses shouldnt do the same. Cognitive dissonance is a funny thing when it comes to politics because it is its own self-imposed checkmate.
