Because the EU has trouble enough managing a Brexit and Catalonia leaving Spain and the EU to te-enter the EU is way too much trouble. The dumbest thing Spain is was trying to stop the referendum. They should simply have said we don't reckon your illegal vote for independence and think of your petition nothing more than a piece of decorative paper.
