I noticed you get a time penalty now when you hit a wall (was on the Tokyo express route challenge). It's a bit strange how it works. It tells you to slow down which will make the time count down, yet you can also ignore it and hope it will count down in the next sharp corner. When you still have penalty time left over at a checkpoint the game will forcibly slow you down.

The immediate penalties in GT5 made more sense, but I guess you can see it as a gameplay element. Use the walls for as much that you can lose penalty time in the corners. Hitting the wall on the rally track is not advisable though.

Yep I found it strange. But I was more like saying about bumping or wall riding will slow will down enough to not be advisable even without penalties. Just bad that even when NPC make a mistake I still get penalty as was in GT5 and back bump.
