Not true in this case, it's not pay to win at all.

While you can buy special tanks, but they don't make you any better, and you need a lot of skill for this game. The gold tanks are actually notably weaker than most other tanks on the same level - their main advantage is that they are much cheaper to repair, netting you more credits or any credits at all if you loose the battle on higher tiers (repairs and ammo get expensive by then). The only other advantages are that you can buy bigger barracks (more crew members, meaning you don't need to swap them out between tanks if you have many of them and the visual customisations (like camo and logos) on your tanks ain't temporary.

In the past, the game also had gold ammo, generally APCR instead or simple AP shots which have a higher penetration, but dtill don't make more damage (with a few exeptions on artillery and the VK 36.01. Now you can buy these with credits, though they are more expensive than normal ammunition

You ever play the Tank Troopers eshop game that Nintendo published on 3DS?  It isn't the best but it has a bunch of real tanks from past along with some made up tanks.  I'm not sure why they only have local play on it though.  It seemed like it would actually be really fun to play people online but for some reason they didn't include an online mode.  I had fun with single player campaign (some missions were simple while others were a little challenging/almost unfair).  However, the lack of online play pretty much kills any replayability or striving to unlock anything besides a mid tier tank.
