No, it's not.  There is a game on PS4 & Xbox One called "Zombi" which was stripped of it's Gamepad and functions.  Zombi U is only on Wii U.  

  

StarCraft doesn't count as exclusive because of StarCraft 64. ZombiU doesn't count just because it has a slightly different name.

According to your strict definitions, ORAS should not be allowed because it definitely is a remake/remaster

ORAS added Gens 4-6, mega evolutions and additional end game content. With such a radical change to core gameplay, I begrudgingly allow it. My initial gut reaction was to deny it, too, but there's enough different to justify it.
