Most versions only need some form of motion controll to work. The engine and control scheme is the same every year, with only the songs changing. They are pretty much using the same engine from the very beginning.

That's not exactly accurate. Actually, not accurate at all.

The framework/angine has changed at least a few times (first when they went multiplat and updated to a version of UbiArt, and second when they required something adaptable to mobile devices). The dances have to be designed, animated, implemented and tested for accurracy. New game modes and features have to be designed, engineered,  and tested. In addition, the user interface changes annually as well. All in all, the core dev team involves about 20-30 people (design, art, scripting, server/online engineers, and game engineers), not including dance artits and motion capture models, QA, marketing, porting teams (which include additional design, engineering, and UI art), or production and licensing staff.

By the end of the full production cycle, hundreds of people will have been involved.

It's the second most successful franchise Ubisoft has ever had. When it comes to gaming consoles (home and handheld), Just Dance remains the biggest sleeper hit in history.
