Was this version, released in 2013 on a 13 year old system, worth EA's time and money to port onto almost 2 gen old technology?    

And by your "lower install base" logic, no new consoles should ever receive 3rd party games during their launch year.

Football games sell paticularly well in markets outside of Japan and USA and usually Playstation dominates there. The PS2 sold very well for a long time and 100k was worth the effort apparently. But the real answer is way more simplistic EA has a great relationship with PS and a mediocre one with Nintendo although they will never say that in the press. Even when the PS3 sold bad it got good third party support while developing things for the PS3 was a disaster.
