Somebody wanted to kill a large number of people, that's the real problem. That can be achieved with a large vehicle, bomb, etc.

So let's simply allow everyone to own every kind of weapon: atomic bombs, tanks, warplanes, you name it.

After all, people will always find ways and weapons to kill others, right?

Of course, the best way to stop a bad guy with a nuke is a good guy with a nuke.
