I'm takling only about the PC version. It took them about half a year or longer to fix issues with the game on PC. And most fixes did come with win10 CU. So far, I don't have any stuttering in the game like I had in the beginning.

 

I guess there was even a statement from one of the developers on this, that they've figured out on how to make the game run on PC with Forza 7. And so far, I can play the demo in 4k maxxed and get above 40 frames with no stutters. That's all I need.

I only played the console version of Horizon 3 and it pretty much has no issues it froze on me maybe once or twice but that is about it Horizon 2 froze on me over a dozen times and I played that game a lot less.  Forza Motorsports 6 also runs flawless on the console.  FM5 on the other hand still has audio issues that they didn't fix and I doubt they will ever fix since I'm pretty sure its close to being delisted from the store.
