This only represents the time period until November 2009. Likely canidates to have sold more than a million prior to 2009 include: Grand Theft Auto 4, Halo 3, Halo 2, San Andreas, and Vice City. It's unlikely that any game prior to the 7th generation of consoles had more than 1 million, pre-ordering wasn't huge with the 6th generation of consoles (Though it would be neat to see numbers).
No game in the 8th generation has had more than 1 million pre-orders. The closest being Destiny (PS4) on September 2014 with 935,000. The most recent big game pre-orders:

There have been several games in the past that have come close like Skyrim 943,000 (Xbox360 Nov 2011) , CoD Ghosts 957,000 (Xbxo369 Nov 2013), Mass Effect 3 935,000 (Xbox360 March 2012), and Destiny 935,000 (PS4 September 2014)
These include just US territory. Including worldwide would make the million club pointless resulting in hundreds.
Next Games To Join Club
Hasn't been a game since 2013 to join he club. GTA5 was the last game to join, but with console base increasing I'll make predictions.
Elder Scrolls 6 - With Elder Scrolls 5 becoming one of the best selling games and most believed of all time, there is little doubt it will get over 1 million pre-orders. Needs to be on current gen to hit this benchmark. Likely-hood 9/10
Grand Theft Auto 6 - It will happen, Rockstar wouldn't release a brand new GTA unless the install base was there. Likely-hood 10/10
Red Dead Redemption 2 - At this point we have no release date (Likely to be revealed soon). Going off of Red Dead Redemption, the first game (or second) didn't chart until 25 weeks before release with a small 13,000. Currently RDR2 has 124,000 and if we match that up it took RDR 5 weeks before release to hit that mark. The original RDR had 405,000 pre-orders before release. RDR2 is over 1/4 of the way there without a release date. I'm going to go out on a limb and say this is the first game this generation to hit 1 million pre-orders. Likely-hood 10/10
Last of Us: Part2 - The first Last of Us only had 330,000 pre-orders, but was considered by many a Game of the Generation and ended up selling 5.9 million on PS3 and 5.5 million on PS4. This is very comparable to Uncharted franchise which sold 5-6.74 million on PS3 per game to have the Uncharted Collection sell 5 million on PS4. Uncharted 4 launched with a pre-order number of 706,000 becoming the highest Playstation Exclusive in terms of pre-orders. From Uncharted 3 to Uncharted 4 the pre-order numbers doubled. Looking at this if Last of Us Part II doubles the first then we have a pre-order of 600,000 - 700,000. I'm very optimistic with this, Naughty Dog is Sony's gem when it comes to gaming. They are more of a brand of themselves and gamers love their work. Uncharted 4 pleased everyone in the fanbase and sold an astonishing 10 million copies. With the install-base 2+ years larger, I think this tops out at 1.2 million. Likely-hood: 8/10
Mario Oddyssy - With 163,000 and 11 weeks left it looks unlikely, but Mario Galaxy 2 had 50,000 by week 11 and ended with 450,000 in total pre-orders. If Mario Odd can follow that path would end with over 1.4 million in pre-orders. With that said the Wii install base was over 15x the size of the Switch. Likely-hood 1/10
Next Blizzard game - This is the only company who can release a PC game and have the physical copies come close to 1 million pre-orders (Diablo 3 had over 800,000). Each expansion does well and so did Overwatch. Depending on what they release it's possible to break 1 million on PC. A Warcraft 4 or World of Warcraft 2 would probably break the barrier. Possibly releasing a big game like WoW on consoles has a shot. Likely-hood 3/10
Call of Duty WWII - This game is so far behind the other Call of Duties that didn't reach 1 million, it would take something big to push it over. Likely-hood: 1/10
Pokemon Switch - If they make a original 3D pokemon game for the Switch (comparable in quality to the handheld Pokemon), this will reach 1 million pre-orders. Keep in mind, Nintendo has never made a handheld Pokemon game for consoles so this looks unlikely, but it is a portable console... Likely-hood 5/10
Nintendo Switch games - Looking through the data I have no idea. The Wii's biggest pre-order that we tracked didn't come close to 1 million, yet the Wii U with an install base of under 15 million almost had a re-release of a Wii game pre-order 1 million (Twilight Princess). Smash Bros on 3DS didn't break 200,000 and Smash Bros for the Wii U hit 300,000. Mario Kart 8 Wii U was around 300,000 while the Switch version sold 312,000. Install base is tiny and if they can keep up the hype Mario Kart 9, New Zelda, Smash Bros, and Pokemon might... Skyrim can't with 30 million already sold could it? Likely-hood ??/10
