There are differences though.  Splatoon's unique systems contribute to the issue.  And the team behind Splatoon isn't on the same level technically as Nintendo's biggest teams.  I could see Odyssey spending a lot more time at 900p minimum.  The only world I could see giving the game a fuss disproportionate to others is New Donk City.  I think a lot of the worlds we've seen could hit 1080p with good consistency.

Odyssey may be less chaotic and alpha-heavy than Splatoon 2, but its levels are bigger and its assets generally of a higher quality. In order to hit a sustained 60fps I'm thinking they'll have to either adopt a dynamic resolution or fix the whole thing at 900p. If I had to guess I'd say the former is more likely.
