To be fair, he does clarify it isn't quite that simple.  But it does destroy this $20 nonsense as that woulc constitute a 1000% increase in fabrication costs alone.

Edit:  to clarify, going by his elaborations and the breakdown of what 60 dollars goes to, you are looking at an increase in costs for publishers of 2 to 5 or maybe 6 dollars, depending on publisher relations, number of carts ordered, etc.  If ai were to hazard a guess, on average the difference is probably split so 3 or 4 dollars of addded cost.  6 and 2 would be extremes.  And that's for a $60 on a 32GB cart.
