Hes talking about Gflops of compute (I think)... not strickly about how much graphics one device is able to do vs another.
But not all flops are equal. It works when compairing sony vs ms, because they both use the same architecture and cpu/gpu by amd.
However if you disreguard that, hes kinda right (and wrong too).

PS4 = 1840 Gflops (slim)
Xb1 = 1400 Gflops (slim)
PS3 = ~380 Gflops of compute (gpu+cpu wise)
xb360 = ~360 Gflops of compute
Switch (docked) = ~397 Gflops
Switch (handheld) = ~157 Gflops

However even though compute wise you might think the switch barely faster than the PS3, thats not quite true, theres more to graphics than just Gflop numbers.  Still hes right in that the Switch probably doesnt have the power to do a game like this, in 4k.

for the switch you are only stating gpu gflops, you are not adding the cpu gflops like you are with ps3 and 360.
