How is it not a review? He describes the game, and gives his opinion on aspects of it (some good, some bad).
Sure, you can call that a limited review, a superficial review, but that is still what a game review essentially is.
Sure, it doesn't give a "score", but that isn't inherent to a game review, but simply a convention.
