I really hope that is not the case. People are seriously expecting PS5 to be a 10 - 12TFLOP machine with 16GB of RAM though. So perhapps you are right. If consumers are that unknowledgeable about console gens, then maybe the manufacturers do just offer half step products going forward.
Personally, I think a mix of iteration, tiers, and generational leaps is the best. I would like to see one more PS4 tier in 2018 to offer current gen in 4K and Solid Gen 1 VR. I think PS5 should launch with at least 3 tiers, $400, $600, $1000. Each basically a 3/5/7 CPU, paired with a 60/70/80 GPU, and 64-128GB of RAM. Then I would like to see that tech evolve for a decade with die shrinks and minor adjustments until another giant leap can be made.
Some will say this is too similar to PC. In ways yes, but the customized, standardized, and optimized tiers would offer a much easier development ecosystem. Additionally on the consumer end you wouldn't have to have Windows to enjoy games, it gives options in the market, which I really would like to see.
Basically, I want to see quantum leaps continue, but I also want to see consoles offer more tiers, and better utilization of advancing fabrication processes. I think massively optimized Smart Boxes have a chance to outsell PC in the future, and there is plenty of room for yearly improvements, and additional form factors in between major industry shifting releases.
Stop hate, let others live the life they were given. Everyone has their problems, and no one should have to feel ashamed for the way they were born. Be proud of who you are, encourage others to be proud of themselves. Learn, research, absorb everything around you. Nothing is meaningless, a purpose is placed on everything no matter how you perceive it. Discover how to love, and share that love with everything that you encounter. Help make existence a beautiful thing.
