Like The Last Guarian, The Order, and Gran Turismo? Sometimes studios are to blame. Remedy is also known for long development times.
I'm thinking the reception of Crackdown 3 wasn't great so they pushed it back. MS probably feels they can lean on X1X and 3rd party bundles this holiday.
