I'd assume because they're cheaper and that way you can pick and choose which ones you want to pay for... but for the price it is, it's more than worth buying Treasure Trove anyway!

Yeah, I was kind of put off by the price at first. But if Treasure Trove comes with everything, including future expansions then it's a good deal.
