Yeah, that is until the DDoS attack comes and they can just do whatever they want with millions of cars at once.

Not going to happen without an involved state actor (and probably not happening even with a state actor), and if there's a state actor involved pulling off stuff like that, in practice it'll mean war and you have bigger things to worry about. There's problems related to self-driving cars, but mass-hijacked cars aren't one.
