Why do indies suck at making characters/mascots?

Outside of Futaba they are super bland unlike 4 or 3. Yeah MC is dull in both but the supportng cast in P5 overall is super bland, Futaba aside. Morgana is maybe the most annoying ever. Makes Teddie seem fine. People moan about "all indies have bad stories" when you really look around. Most games indies, AAA, B games and the like, most have bad stories. Even the proverbial champion in gamers eyes, Xenogears has a rubbish story. I love the game as well but it's story isn't very good.
