It's really not that surprising:
- 3DS is currently in its seventh year already. It's a dying system and its replacement is already on the market.
- The Switch caught Japan by storm, as well as the rest of the world. Many publishers completely underestimated how succesful a Nintendo console would be (again) and now they're caught with their pants off and they're quickly trying to rush games to the system. Should have started sooner.
- Among the Nintendo fanbase DQ XI is competing with the new hype that is Splatoon 2.
- Japanese gamers who own both a PS4 and 3DS will have likely opted for the superior version. Square expected them to buy both versions (just take a look at their commercials), but that obviously did not happen (at least not to the extent they were hoping).
- PS4 version might generate more revenue, but it also had significantly higher development costs, so the extra revenue doesn't mean a lot.
- DQ XI is still underperforming compared to previous installments, hence why the sales are only meeting their lower end target.
