Well if a game features real cars, real music or other items from the real world those things all have licenses that eventually expire so unless they renew those licenses which for the most part is just not worth it they can't republish them legally. Of course they could go the Crazy Taxi route and remove all the licensed content but that is not possible with a lot of games that feature licensed content and it made the reissued version of Crazy Taxi a lot worse then the original.
