If you have high lvl players, you can get by on legendary raids with 8 people. I've done it a few times already. Probably the best way is to join a group on facebook or something. Maybe there is one in your area.

I don't have a Facebook account, and googling for a group hasn't really shown any results anyway. I'd probably have to talk to other players out there to find a group, but I don't seem to run into them too often and I'm not that social anyway. :P
