The result would be that everyone that even remotely tried to be good at any kind of sport would do doping, including people that's not playing sports at a professonal level, but also people playing for example soccer or football far down in the leagues. It would create tremendous healthcare issues all over the world, and the cost of all the extra lives lost prematurely and all the extra medical care needed would far outweigh the cost of the drug testing done today.

 

To the topic at hand. With the current system athletes are banned for some months or years if they get performane enhancing drugs into their bodies by accident. So I wouldn't think it would be fair in all cases. If you've been on drugs over a longer period of time and they quite clearly has had an effect on your body then yeah, I don't think you should be welcome back.
